I can craft a new item at Rank 5, but I cannot recraft that same item at Rank 5. This seems like it only applies to my Artisan Blacksmith Toolbox.

I can craft a rank 5 Artisan’s Blacksmith Toolbox using rank 3 materials. I am completely unable to recraft an existing Artisan’s Blacksmith Toolbox to rank 5, even with max rank materials.

When I try to craft a new toolbox, I have max skill. When I try to recraft the same toolbox, I am missing 125 skill. When I compare to a different item like a Artisan Blacksmith Hammer, my skill level between a new craft and recraft is comparable.

Is this a bug or am I missing something?

The system remembers the materials from the early crafts of the tool. If you used R1/2 materials to craft it early on, it will take several recrafts to purge the low rank mats from the craft, even if you can craft one to max from scratch with R3 mats. To avoid this you could probably dump concentration into each rank to level it up without needing to use more recrafts.
