I also got stuck with that same guy on the train. I was on my druid, no resetting helped, but i was able to change to moonkin form and i was able to Sunfire him.
3 years of bug but i fount a way, climb the crates and try to hit it with ranged skill

Three years into this bug but I just wanted to reply that THIS works. The LoS is for the body-level of the character. Climb the crate stacks and you can hit the mobs bugged inside the train car.
