For some reason when I que for this as a tank, it says ready, I accept and then I’m the only person in the raid. I waited 15 minutes for others to join but I just stood there alone. This happens every time I try to do this raid. Is this normal for this dungeon?

You have to queue with other people. It is not LFR.
If you talk to the NPC to be placed in (normal) or (heroic), the game expects that you have already assembled your raid team.
If you want to do the LFR version, you need to queue from the LFG tool.
