This seems to be confirmed on the 11.2.5 PTR as loot tables for the Blackrock Depths Timewalking Raid have been updated to Season 3 levels

Ahh… that would be the annivesary event. The roadmap does say that 11.2.5 contains 21st anniversary updates.
