There’s no predictability about what exactly is going to ever be on sale. There was a character services sale about 5 months ago or so. So I’m not surprised it’s not on offer as a sale right now.
They haven’t done a service sale for Black Friday in…ever. I don’t think it’s ever happened.
Around the holidays they’ll usually put a sale on the game and for store mounts/pets, but service sales are very very rare and happen randomly.
Especially as amazingly we got two earlier this year, I wouldn’t expect a third at all.
