Why are these not account wide??? I bought it on my druid but I couldn’t even mog it on any other toon, not even on my rogue (same armor type). Am I supposed to run horrific vision on all my characters if I wanted to mog the backpack on all of them?

It’s possible you need to at least unlock Wrathion’s vendor options (i.e. run one HV) in order for it to be available. I know it’s available on at least the two alts I’ve played recently but they’ve each ran at minimum one HV.

Have you actually worn it on the druid? If it’s recently bought, it remains refundable until you mog it on the character that bought it, and then unlocks it for all other characters on the account. If it still has the “refundable” flag, you won’t be able to mog it on other characters until that 2hr window has passed, or you mog it on the character that bought it.
If none of these are applicable, then submit a ticket. Because your character(s) might be bugged.

I bought it and worn it 12 hours ago but it still has the refundable flag, so I have to stay logged in on my druid until that window pass?
Shouldn’t still be refundable 12h later. I’d submit a ticket at this point.

that would be my guess. try equipping the cosmetic item itself. might give you “doing this will make it non refundable” message.
edit: item refund option pauses while logged off. certainly possible to have it remain refundable a week later or longer.
All you have to do is mog it on your druid so the refundable tag goes away.
It’s worth noting the backpack has a level requirement of 110.

If you put it in void storage it will become non-refundable and available to other characters.

I’m pretty sure the timer only counts down while that toon is logged in, so if he bought it, equipped it, and logged off it’s still refundable.
My hunter got one Tuesday and logged; I didn’t play her again until tonight’s raid and the timer wore off during the raid.

Personally I just brute force refundable account binds.
If I equip an item and it still has the refund text I destroy it (after equipping it) so the transmog is saved.
Void storage seems safer though.

Any items you purchase with gold or currency needs to be equipped to make it no longer refundable. Once it cannot be refunded; then you can mog it across account.
I goofed up on mogging a long time ago, was driving me nuts. You MUST save the mogwhatever on that dude who got the item.
As others said, if you dont see " make it not refundable" then the alt won’t have the mog.
Chuck it into your void storage. That’ll unlock it for your alts right away.
