Black Arrow: Only usable on enemies above 80% health or below 20% health.
The Bell Tolls: Black Arrow is now usable on enemies with greater than 80% health or less than 20% health. Greater than 80% is the same as above 80% and less than 20% is the same as below 20%. Please explain this to me and use small words so I can understand.
Without the talent you cant cast it at 80+ drop the talent and the tooltip will change
Before The Bell Tolls:
Black Arrow: You attempt to finish off a wounded target, dealing (268.272% of Attack power) Shadow damage and (35% of Attack power) Shadow damage over 14 sec. Only usable on enemies below 20% health.
After The Bell Tolls:

Or, at least, that’s the effect of it. We level 77+ players literally can’t apply talents without taking The Bell Tolls to check for you whether there’s a text bug, specifically. But, I do know from level 71s who didn’t start with tBT that at least the effect *(the 80+ %HP range) won’t activate until you take the talent.
Your Black Arrow tooltip updated itself after you took The Bell Tolls. Normally the tooltip says “Only usable on enemies below 20% health.”
OP is right though. black arrow’s tooltip text always says above 80%, regardless of whether you’ve picked up the bell tolls yet
it can even be seen in the spell’s effects on wowhead: https://www.wowhead.com/spell=466930/black-arrow there are two dummy effects, one with a value of 20 and another with value of 80

Not true. If you are under level 80 and drop the talent you cannot cast it at 81%.
I haven’t tested it since last fall, but that’s not how it was when it launched. It was actually hardcoded to always work above 80/below 20 even when you didn’t have the bell tolls yet. There are actually variables in the spelldata for the percentages now, so I believe you.
