I'm an experienced "transmog hunter". I have 10 different class toons above lvl 100 and I solo lower level raids weekly for mounts and transmogs.
This week I started leveling a dwarf shaman (even though I have a 110 draenei shaman in the same server) and noticed that one of the Tier sets, the one from Trial of the Grand Crusader, called Nobundo's for shamans, is complete in my 110 but it shows that the shoulder piece is missing for my lower lvl dwarf??
I know the dwarf is too low at the moment to be able to use it, but I can see in the Appearance tab that this shoulder piece is missing (the only piece missing).
What could be the cause of this please?

UPDATE: Mystery solved! It turns out that if you buy an item from a vendor, it always let's you return it for full refund for the next 2 hours. And only after those 2 hours are over, will the item's transmog be available on your other toons! So I bought the shoulder piece with my 110 shaman and couldn't see it on my lower lvl dwarf. But now I can! :)
On this guy I have all the 7th legion items but under sets it shows that I am missing the legs and bracers, but if I search the items they show as there. Try searching for the shoulders and see if they show up.

just tried a full UI reset and it did not "fix" my issue so may not fix yours if you try it.

Sometimes one alt won't show a transmog because it comes from a faction that requires a certain amount of rep (honored, revered, etc) but in my particular case it's a Tier item unrelated to rep... Those shoulders can be obtained through both vendors and boss drops.
I just can't rememeber how i got them on my 110 draenei. I think I bought them through the vendor and it counted towards completing the set. But for some reason it's showing as if I dont have it at all on my dwarf :(
I'm making a big deal because in a couple of levels I'll be able to transmog that set and I was looking forward to it... hehe
that's why I suggested you search for them on the character you want to use them on to see if they are showing up in the wardrobe.

Sorry maybe the problem was that I didn't understand what you meant by looking for them. You mean to go on my alt (the one I want to use transmog on) and check to see if I have it in my Appearance tab?
yes, not the set section the shoulder section.

Yeah, when I bought some stuff and sold them back, I had the message that the item had been removed. Anything with a cooldown you need to let that expire before selling it back. Or wear it and transmog it. So when I do that, I just bank it for a couple days and then sell it.
If you make the appearance a favorite, it will pop a confirmation box to end the "sellback" period, after which you can sell it immediately.

There are a very few vendor items that setting as favorite doesn't work on, but usually it is the best and cheapest option to check them like Xerianaa says.
What also works is sticking it in void storage. That immediately gives you the appearance.
