^The Wicket Witch’s Hat from the opera boss in Legion-era Karazhan is obtainable by cloth users all year round, so no need to wait for Hallows End. Although it should be noted that the boss that drops it is on a weekly rotation with the other opera bosses, so it’s not possible to farm this every week; you want to go in on a week when the witch is the opera boss.
During Hallows End, there are four different cosmetic witch hat appearances that can show up as loot from the Hag’s Belongings, a reward from the Under the Crooked Tree quest in Bradensbrook in Val’Sharah.
Those are your best bets for big, HD witch hats.

Try any of the four Sister’s hats from Hallow’s End.
They really are nice. I keep a spare gnome for snackin’ in mine.
I kind of like now the Trading Post is a thing, people can request things like witch hats, and it might actually happen! Although likely not until October… but still!

Only two characters I can find to name for example of hat size are Ranni the Witch and Megumin.
Basically “Hat of the (first, 2nd, 3rd) sister from a Halloween event. Otherwise there are cloth ones in karazhan and other places. But for mail, just the cosmetics that are year round use now
Hat of the First Sister. My paladin has it mogged on right now.
ID use one of the sisters hats on my lock if it didnt erase her boar tails hair.
BC Raid Opera boss has one as well, though an older model.
