Bfa world quests no available on alts!

My friend is trying to get the bfa world quests to show up on his alts, he has completed the campaign and unlocked them on his main character and even 2 alts he made back in BFA, his new alts can not unlock the quests, they have done the intro story, they have done the necessary quests according to wowhead but the guy on the boat is not offering him the quest to access the world quests and give him the whistle, his character is level 80 it does not have a heart of Azeroth and he can not get it!, there is no quest to start the process of obtaining it.

He is Alliance, can someone please help Wowhead was no help at all!

Without knowling names and lvl theres not realy much that can be done.

Turn on low level quest tracking. Go to Zuldazar/Boralus. Outside of the inn, there should be an Earthen Guardian that has the quest. At level 80 it will not show without low level quest tracking turned on. That will have the quest to get the HOA. Once you have it, then you should get the quest to unlock world quests.

BFA has a lot of skips that alts can use once one character has completed things, but it’s not like Dragonflight/TWW, you have to do the quest to unlock world quests on each alt.
