I think they are two different issues and which is worse entirely depends on what an individual values more in each expansion, what class they play, what activities they do, etc.

You might not like BFA, but I just want to point out that WOD, which you missed, had a major patch where nothing was added. Oh, 1 thing was added. A selfie function. Major patch.
Yeah, Classes in WoD were better. That’s not thanks to WoD. All WoD did was add draenor perks to MoP classes.
So, MoP> BfA ? Absolutely.
WoD had a major content patch that was just a selfie camera.
BfA is already worse than WoD. It’s the worst expansion since cancelclysm Cataclysm.
WoD had bad lack of content. But the classes were more fun feeling to play. So it is like driving a 4 wheeler around in a blank space vs driving a golf buggy on an obstacle course, to me.

WOD is easily the worst expansion.
But who cares what other’s think, we are entitled to our opinions. The internet loves to hide behind the Hivemind opinion.
Right now SL is looking to be worse than WoD to me and also worse than BfA. BfA at least gave me kul’tirans.
For the simple reason that it doesn’t add anything that will last. The Covenant system will be another bump in the leveling road, like the garrison feels like now, when the next expansion comes out.
There are no new race/class combinations or new classes to make us feel like we’re getting something lasting, either. And the customization options are pathetic if you’re like me and you play male Alliance characters, namely worgen, kul’tirans, and humans.
WoD had some major issues, but could mostly be dismissed and contained within it’s little alternate universe world. It was a farce, but an isolated and quarantined farce.
BfA happened in “real” Azeroth, and can’t be so readily handwaved.
BFA was simply 4 different xpacs always trying to get it right. It was clear there was no vision or planning.
WoD was only bad because of the content drought at the end (the very long end). WoD wasn’t bad, it just got stale.
WoD was in many ways good. Class design was miles ahead of BFA. Raid design too.
But the lack of world content was bizarre and the lack of player to player interaction.
BFA is worse than WoD because the scraps left behind from MoP made it somewhat more fun in PVP, and the raiding was pretty awesome. WoD is still bad, nobody is saying that WoD was good because BFA somehow managed to be worse, but you’re fooling yourself if you think the scraps of Legion (BFA) even hold a candle to the scraps of MoP (WoD).
In terms of Class design, WoD blows BfA out of the water.
A lot of posters on GD seem to only do solo content like world quests so obviously they’d hate WoD.
But it really wasn’t that bad. BFA is an unmitigated disaster compared to it. Especially PvP.
WOD did not take the sense of appreciation pride and value of the alliance and tossed under a bus, as BfA did.
Unpopular opinion: WOD and BFA were both great expansions. I personally enjoyed WOD quite a bit with the focus on exploration for quests, building up your own garrison and recruiting followers, I loved Spires of Arrak as that one of my favorite lore pieces in BC. I enjoyed the raids and dungeons.
BFA had a rocky start but has been one of the few expansions to keep me actively playing throughout with the many systems in place to keep advancing player power. Raids have been a lot of fun, such as BOD and Ny’alotha. And M+ has been more competitive than ever, with some good changes to affixed and an interesting seasonal change.
People like complaining and jumping on the “fashionable” mob outrage culture that has developed so they side with the vocal groups.
BFA is below average

it was so bad that the guy who designed the boss said, in interview, that he was getting mean mugged all over the office.
I can’t rate BFA against the other expansions because I only play Vanilla, BC, WOTLK, and skipped everything in between. So if I compare my experiences from WOTLK to BFA: there’s a s**t load more daily content available for the player to do. They really did what they could to try and keep people not getting bored and saying they have nothing to do.
