This is the second time Island Expeditions have given me a treasure map that unlocked a mission that gives me nothing for completing it. Is this intentional - am I supposed to get 200% success chance on an Elite mission just to get a payoff?

Happened to me too. I figured it was supposed to reward Titan Residuum that was converted to currency, but this part of the game was overlooked by the quality control department.
