Can’t unlock Uniting Kul Tiras quest. I am lvl 50, am friendly with everyone I need to be, received the heart of azeroth, and unlocked the island expedition table (as well as collected all azerite). What am I missing?
Have you completed all three foothold scenarios in Zuldazar, Nazmir, and Vol’dun?

sorry to hear about the issue you’re struggling with. It sounds like you have not completed the requirements to make the quest appear! But no worries I have everything you need. Here is a list of all the requirements you must completed in order to make the quest appear:
- Be level 50
- Be Friendly with:
a) Proudmoore Admiralty (alts not required)
b) Storm’s Wake (alts not required)
c) Order of Embers (alts not required) - Establish Foothold in:
a) Vol’dun
b) Zuldazar
c) Nazmir - Complete Quest - Island Expedition (alts not required)
- Complete Quest - A Dying World to get the Heart of Azeroth Necklace (Earthen Guardian in Boralus gives Quest)
If this still does not work, don’t worry. There is another quest you have to do which basically constains these requirements first. The quest is named “A mission of unity”, here is a Wowhead link to the quest. You should read the comments and gather as much information as possible if you are confused about the quest.
