They knew what problems carried the legendary system since the beginning, the community said it was a !@#$ty system since they noticed how relevant was a BiS legendary and they proposed a %^-*on of solutions to solve the problem. They did nothing relevant (BLP was bull!@#$ and you know it) to address the problem until the very end of the expansion, when they did not matter anymore.
They could have added another non RNG legendary progress system, but RNG, timegating and "everybody must be weak" are kings of this expansion.
Artifact weapons had 2 mayor problem: how it locked your character to 1 spec until you managed to level up your other weapon and how every spec felt incomplete and hollow until lvl 98 (when you had access to them). This problem got even worse in BfA as they removed the traits without trying to compensate the new prune, now you have a LOT of unplayable spec and some specs dominating the rankings.
Unless you link a thread of someone complaining about how easy how high keys were, I am not going to believe your claim. Blizzard deliberately moved from easy dungeons to tedious af dungeons because of MDI. Dungeons are now designed to punish you for every group pulled, lots of mosbs on every dungeon have damage reduction or CC skills.

i enjoyed one shotting 12mil hp tanks out on argus on my fury warrior with the stealth 100% dmg buff STEVECRONKY IN DA HOUSEEEEE!! i would camp people mercilessly if they deserved it my only gripe was some of the people who did deserved it could just phase off the shard...lololol WINNING amirite?!?! cant fly just phase! not my fault they messed up the teleport safe zones..besides that theres not a single other thing memorable about legion.

I came back to the game mid Legion. I hadn't even done the first quest in WoD. That's how long I was gone. I started fresh in WoD, worked on Pathfinder and then did the same in Legion.
I was absolutely dreading Legion because of all the negative buzz about the Artifact Weps and Legendaries, (here and anywhere else I went for info as I slowly learned how to play modern WoW). What a bunch of utter crappola. I loved legion. Class Halls and Artifact Weapons system gave me a really cool class identity and I never felt "Mehh" about the stuff I had to do day to day.
I don't hate BfA the way others do but the Heart of Azeroth as a replacement for my Artifacts??? LOLOLOL!!!!! What a joke. I absolutely agree with OP on that point. The amount of childish crying and whining that went on over Artifacts is very likely why we have the dumpster fire that is the azerite system now... so thanks kids:)

The xpac is not unfinished. I assume you are referring to the classes. They may not be to your liking but they are not unfinished. The "bad" classes(Shaman/Priest) aren't even that bad. Damage is actually okay. Yeah, the playstyle on Spriest feels wrong but that's just a design issue. It is extremely hard to rebuild an entire class during the LIVE expansion.

Blizzard is literally listening to us and people continue to say they are not. It's absolutely idiotic. They don't see our stuff and ignore it. They see it, meet up, make an informed decision as to not break our game and then roll with it.
TLDR: Sick of the whiners. The game is not broken. If you feel you aren't being listened to or don't enjoy the game, don't play it!

Um...no. There is more than one vocal minority regarding WoW, so developers obviously have many ideas about the game presented to them. Developers make the expac THEY want.
It seems blatantly obvious to me that their vision is based on progression raiding and Mythic-plus players at the expense of everyone else. Not so much because they don’t want to keep casual players who do world content but more because they don’t ever listen to that group of players and just make stupid things like wqs and island expeditions and warfronts. They think casual players will like those things, and they are horribly, grotesquely wrong. So many wasted development hours...

Oh, the classes that the devs admitted were unfinished on release weren't actually unfinished? I guess you haven't been following the game, like since the beta.
Blizzard goes from one extreme to the next, they never find a balance. If a spec is bad instead of improving said bad spec, they nerf the good specs, I think they do that out of spite for us saying something.
In Cata we wanted CC and tougher dungeons to run, they made them so tough even seasoned raid groups struggled doing some of them on heroic, then they nerfed them.
We wanted the daily cap of 25 removed... in MoP we got that but they made dailies gated behind more dailies.
You get the picture.
Blizzard can't balance specs or pvp or anything else because they don't know how to find a middle ground, it's either one way or the other way, never in the middle where balance is.
I personally liked Legion, I got free legendaries i didn't raid it made questing easier. There were things about professions I didn't like, they took the things I didn't like and kept them, I didn't really say anything then, i'm not going to now, because instead of improving things they usually make them go from bad to worse.
Even when we offer viable solutions Blizzard doesn't listen. (i'm looking at a certain mvp who likes to pop in and say offer solutions) lol. I love you Crepe but it really does feel like they don't listen.
That's all I'm going to say on this, for now.

WoW Forums and Reddit are highly divided on opinion both internally and externally. There really is no consensus here or there for you latch onto to start grouping people together with like that.
