What happened? It’s Legion Dalaran all over again (which still happens btw when I hearth there).
Login, see main city buildings, but no NPC’s, no players, not even my character until about 30 sec.
Everything was fine until about 3 weeks ago, it started with the guild window not loading all the way, and it’s been getting steadily worse.

I’ve been having the same issue. It used to not be so bad. At first it would just take a while for my mount to render. I’d log in, mount up, my character would disappear completely, then after 5-10 seconds would re-appear on my mount.
Now everything around me takes a while to load, players, npcs, etc. And sometimes things won’t load until I’ve visited the area (speaking of Boralus). If I log in over by the Warfront table, and then go over to where the auctioneer (for engineers) is, he sometimes won’t load until a few seconds after I’m there.

Slow model / texture loading like this can often be caused by slow harddrive issues or problems with corruption in the game’s data files.
- Try running the Scan and Repair in the Blizzard app to check for any game file issues

Reinstall WoW completely, which will re-organize the game data files and may speed up loading.
If these steps don’t help the loading issue and you have the game installed on a regular harddrive (as opposed to a solid-state drive) you may want to run a disk check and defragment the drive using the steps here.
I defragged my hard drive and ran the Scan and Repair tool. It helped alot with the recent lag/stuttering I was getting in BFA zones outside of Boralus. Everything there so far is back to being as smooth as I remember from just weeks ago.
But the slow rendering upon log-in in Boralus still remains. I should also mention this only happens in Boralus. When I log in on my Horde character in Zulduzar this does not happen, and also wasn’t happening before I did the two trouble shooting steps.
If I wanted to try reinstalling the game, what folders do I need to save to keep all of my keybinds and weakaura settings?
Those would be saved in the Interface and WTF folders inside the _retail_ folder
