It will be unlocked in 10.0
Especially in BfA, where the grind seems particularly heinous for everything.
Ah. New player. Has no idea how we all used to grind for Pathfinder.
Pathfinder is a pimple on the face of WoW. I hate it <-----THIS------> much. Where is the logic, oh Devs? Did I lose that part of my characters’ memories regarding how to fly the moment I stepped into a new zone? Did my mounts get wingclipped?
Its a stupid stupid system and should die the Game Death of Mawdom.
As somebody who had to grind out flying while it was current content in WoD, Legion, BFA, SL and ZM, you will get no sympathy from me.
Before I picked up in 8.3, I dropped some gold for cold weather flying in Northrend and that was that.
It’s a horrible look at the game where basic feature are considered content that have to be grinded to be unlocked.
They’ll most likely unlocked it once the pre-patch for 10.0 is released.
Seeing anyone defend this convoluted, absurd system is amusing. WoW has become a disjointed mess. It’s completely lost its identity as one coherent game.
As a person who has done it as you I say you are a clown to think “because I did it so should you” mentality. 
You should report that as a bug right away. Blizzard should be aware you lost your ability to fly there…
You did lose your ability to fly there right? You did the work that was required and meet all the criteria and aren’t just expecting it because you exist and are entitled?
Flying is for enjoying the content. If it is gated behind most content, then flying is sort of, for alts, to enjoy the content.
The annoyance of pathfinder in old content is threefold.
Firstly, pathfinder is designed as mostly max level content as it’s not something you’re actually able to complete until after you hit max level (or rather 50 at this point).
Secondly, given how expansions prior to WoD handled flight from an efficiency perspective you’re better off leveling in those expansions over current ones if you don’t have pathfinder completed because they don’t wall you like recent expansions do. And really if you ever want to take a character through there you just have to inevitably eat that inefficiency as you have to actually quest the expansion out first which means either a new alt or just blitzing through it with a level 60 just so that you can play an alt through it efficiently. There’s really no way to win here other than just biting the bullet to level an alt on the ground, then using that alt to finish off pathfinder so that, if you enjoyed that expansion, you can take new alts through it.
Thirdly, even if you just ignore the above it’s old content that doesn’t really serve a purpose in gating anymore. It benefits no one. I don’t really have a problem with Blizzard flightblocking us, although I’d prefer that they did it organically and not via timegating us to whenever they decide to turn flight on and would rather it be available on launch of the expansion and we just get it whenever we decide it’s worth it to us, but ultimately after the expansion is no longer relevant it should just turn into a FoS and we should all move on.
Bfa is still considered current content for all who don’t buy SL.
And we all know how blizz treats QoL for current content.

Yes and no. Drop standards of participation and the game loses its identity. Adhere to things that are unhealthy which leads to crowding out people and the community dies.
My opinion is that digging in and sticking with pathfinder has been very bad for the game. Loads of people reached their limit and left over it. Many I met who came back and found the same thing they quit to get away from were in the process of leaving again. And then there are the cyclical subscribers who won’t play the game until flight is released, who would never have dreamed of unsubbing until the decision was forced on them.
If the game’s “identity” is now pathfinder (well, patchfinder), forced participation in scutwork activities on a checklist of “pointless things you must do or you won’t be permitted to fly, so nyah”, it has no identity.
I don’t know I never minded the tasks it required. I only hated the delay on getting it. Which from crude memory always ends up being no shorter than 7 months from launch. That is just too long.
I will say (and this is reinforced from work schedule) that I didn’t care to do anything in ZM until they allowed flying. Then like a day or so later that week I did all the hurdles they wanted to get it.
I can get peoples gripes with waiting until things become more favorable to play opinion (them not wanting to play until flying). I’ve had that feeling for a while and the best time to play WoW always seems to be the mid-way point to end. Been seeing that obvious problems go unresolved for the longest time only to get cures when metrics are met or unmet.
As for me rep farms for flying are never annoying because they always pale in comparison to the multiple times you get paragons for those rewards. Of which the lack of getting that stuff each time is more annoying than just filling the bar to revered once on your account per faction.

Entitled! We are ALL entitled to fly. Fer gawdsake they give us flying mounts and then regularly tell us no, you cant fly them. Not until you do a ridiculous set of achievements that have ZERO to do with being able to fly.
We are entitled to being able to learn flight ONCE and thereafter it is available forever. Sure, if they want to put physical time gates in to keep us out of certain areas, that’s fine. If the story requires it, it will work.
Flight should be there, in the game, and available in EVERY zone where it can easily be organised. There is no reason not to have it so, except for the obvious one of forced grind for the whole time metric thing.
