Im a returning player trying out all the previous engineering content. Is it possible to advance Engineering without expulsom from the scrapper ( seeing that the scrapper doesnt exist anymore) My character isnt an alchemist. Are there other ways to get it
Edit your post and move it to the prfessions forum would be my suggestion.

Why do you think that the scrapper doesn’t exist? Checking the one in Boralus it is still there for me and I can access it with no issues.
Have you done the quest to unlock it?

Not to mention there are frequent world quests in BFA that award expulsom.
