BFA-Zandalar, Nazmir, Mangrove shore, Chag’s challenge quest. Chag does not communicate or give the quest to fight Lucille. This is an ongoing Bug. I have ran into it with 3 different toons,. It happens to both Horde and Alliance. It has worked once in numerous try’s. Do not understand why it cannot be fixed!
I am also having this issue, so I posted an in game ticket. Blizz closed it out without even attempting to answer it and basically said “Too bad, sucks to be a player who can’t get this done”. Not too happy about that. So maybe posting here will be different? Tried all the “fixes” Blizz sent in their generic response, but to no avail.

Same issue for me, I disabled add-ons and problem still persists.
Still bugged as of July 25th.
