Classic had no flying and less flight paths.
Most players would rather play Classic over current content.
When Classic goes live, it is expected to have more subscriptions than current content.
Why is everyone so eager to play a version of World of Warcraft where nobody can fly?
That is why IMO the best way to solve the issue to provide better Pathfinder rewards.

- Flight path taxi speed +200%
- Ferry taxi speed +100%
- Player can dismount taxi at any point during the fight path and parachute down.
Or why not just let us unlock flying right at max level once pathfinder part 1 is done? There's no need for a second part other than spite for the players.

I'm not so sure that the goal wasn't to implement Pathfinder all along, rather than to remove flight.
I want earlier flying because it worked fine for four expansions at max level and I didn't have to jump through a laundry list of hoops of content I might otherwise not have done, just to get back a QoL function of the game I have "earned" numerous times before.
Sure, flight makes my game time more efficient. But the whole point is that I control the dragon, or gryphon, or whatever other flying mounts that I own and want to be able to use. Also, player-controlled flying is FUN. The only thing I want from Pathfinder is for it to be 404'ed into oblivion. It shouldn't even exist to begin with. I'm so sick of these devs taking things away and then drip feeding them back to us as "new content".

Why would Blizzard want to spite players?
The problem is players want early flying and then as a result, they run out of content and complain about lack thereof.
So Blizzard makes enough content to make up for flying such as in Mists of Pandaria, but players complain of there being too much content.
The reason for that is because players are not upset over flying or content, they are upset over time required.
Casuals want shorter time requirements and non-casuals want a longer time requirement.

Many players are lazy, and the ones that take breaks then return to the game don't want to commit to Part1 or Part2 as other players that play continually, and thus are the ones that adher to the "it worked for X expansions, why can't we just buy flying?"

Most players would not prefer to play Classic. Dunno where you get that idea.
There wasn't anything wrong with flight the way it was for 10 years before C Team took it away. Bring back flight at max level for gold.

People are complaining about lack of content NOW. Flying would make getting around easier and more enjoyable, encouraging people to do more things.

Flying was available at max level for 8 years and 4 expansions. It was a selling point and unique to MMOs. Flying was embraced when wow had the highest subs in history.
It was never an issue until these current devs made it an issue.

There is no reason to believe either of those things.
And trust me, for the time I enjoyed Classic it was very much in spite of having no flying and less flight paths. Travel was absolutely awful in Classic. I rolled this mage just to help escape some of the drudgery with portals.
The arrival of BC and flying was a godsend.
And Pathfinder part one should reward flying. The gating is nothing but spite and stupidity.
