I’m looking to gain every single advantage I can for this. I have a TW set built with Brilliant Queen’s Garnets in every socket, I have various enchants on that gear but not really sure on what should go on my weapon, I’m debating between Elemental Force (raw damage), Windsong (secondary stats) or Jade Spirit (int boost).
I’m most comfortable as destro so that’s what spec I’d like to make my attempts with. Any help would be most appreciated.

Use cataclysm Queen’s garnets if you have acess to them, each socket should be +4 intellect.
Yup! Already got 16 of those bad boys in all my sockets.
I simmed three weapon enchants on a level 45 shadow priest and got:
Major Spellpower (+14 Spellpower): 823 dps
Machinist’s Brilliance: 831 dps
Celestial Guidance: 816 dps
Hence, I would go with Machinist’s Brilliance. One caveat though: This enchant is as follows:
Permanently enchant a weapon to occasionally increase Intellect by 28 and Mastery, Haste, or Critical Strike by 18 for 15 sec. Your highest stat is always chosen. Cannot be applied to items above level 140.
Hence, you would want to benefit from those secondary stats to reap the full benefits.
