Hi! I’m a casual player who never really cared about item levels, but I really want to be able to do mythics so… yeah. I do the world quests, but I never get anything higher than 340. Dungeons are the same. My current ilvl is 343.
Am I just getting super unlucky or are there other ways to get them? I keep getting kicked out of warfront 2 minutes in because they think I’m an afk’er 
World quests seem to yield up to ilvl 355, except the head/shoulder/chest azerite gear which seems to goto ilvl 380. People say you can get ilvl 385 doing world emissary quests. AH has some gear up to 400 or so, but costs 10s of thousands of gold.
Otherwise doing dungeons is probably the best way.
World quest gear scales with your ilvl, so you won’t get 355s unless you are around that ilvl or higher, same applies to emissaries. Your best bet is probably starting some random heroics, which drops 355 gear, then moving in to M0s.
Don’t forget to do the Warfront quests when they’re up.
I just did regular dungeons, timewalking, and then heroic at 120, until I was in the 350s, which was pretty easy to get to with the free 370 warfront item, the 400 warfront item, and the 385 (now 400) world boss.
Then just 0s and 2s until I was geared enough for 3s and 4s, and so on.
Mythic plus is the best source of loot. It’s repeatable.

So 360 is good for mythic 0? M 3 & 4 is 380 or so?
Yes, 360 is fine for mythic 0. 355 should even be okay.
370 is fine for 3s and 4s. You should get there from the loot in 0s and 2s.
Realistically, 5-10 ilvl less than what drops in the thing should be fine for the thing. 15+ keys notwithstanding.

According to some folks here in GD, all you have to do to get to 425 ilvl is spamming LFR.

If I understand it correctly, the emissary caches (from doing 4 quests for a certain faction), reward gear based on the highest item you have ever looted. I’m not sure what the bottom value is, but it increases in 15 iLevel increments, up to 385. In short, the reward is either 340, 355, 370, or 385, based on your own loot history.
So how do you loot a 385 item in the first place? Unless you’re really lucky, you won’t right away. But you start by doing world quests, and also by killing the world boss each week. That boss can drop iLevel 355 items. Doomhowl in Arathi Highlands can also be killed once per Warfront cycle. Use a seal of fate for a bonus roll, at least until you get something. After that point, you should consistently see emissary rewards with a 355 iLevel.
When the Darkshore warfront goes to patrol cycle (world quests are available in Darkshore), you can kill Ivus the Decayed for a chance at a 400 iLevel item. Make sure you kill him every chance you get. Before that, you should have participated in the Darkshore warfront. Each cycle, there’s a quest which offers an iLevel 400 item.
If you like (or don’t mind) PvP, there’s also a path there. Get 500 conquest points, and you get an iLevel 370 item as a reward. You can do that once per week, but even if you take longer than a week to fill up the bar (press H to see it), you get the reward whenever it fills up.
Lastly, there’s crafted gear for sale, which might be good for the 1 or 2 slots that you just haven’t been lucky with any other way.
Emissary quests reward gear based on your ilvl. You get an ilvl piece between 5 lower than your ilvl and 9 higher, I believe. So when your ilvl is 375, you get 370s; when you get to 376, you get 385s.
Conquest pieces are 375 for the first item, then they shift to 385, and will eventually go to 400.
