Is there a way to figure out what abilities generate the most aggro? Of all the tanks, I have seen aggro rip off DK tanks the most, including on my own DK. In particular, for the final boss of Upper in M+, you can spare one global plus a Blood Boil for aggroing those 8 adds in phase 3, per enemy. So, it really matters I think what you’re doing. By the end of the platform, if dps are unloading on them, you don’t have aggro of them at all. Very annoying.
I’m sure if you have amazing gear, it’s less of an issue, but I’m sitting here doing 9’s with half my gear being 249 ilvl. I survive just fine. I could probably do 13’s if I wanted to, but aggro generation is what is holding me back. For regular groups of mobs where enemies can marinate in your Death and Decay and each BB hits every one, it’s fine. But in this Upper situation, the globals you can spare are limited. It’s hard to feel like I can slow it down any because the boss does that portal cast that you have to get to to interrupt in time.
I heal on druid, mistweaver, priest, shaman, and paladin and throughout all of that, DK’s are the primary tank that I see having aggro problems.
advice?
Single target? Death Caress/Blood Boil then Dark Command.
AoE? Death and Decay, Blood Boil, Spam heart strike.
MAKE SURE YOU HAVE THE TALENT TO MAKE HEART STRIKE HIT ALL TARGETS IN YOUR DEATH AND DECAY.
If you can afford to use Dancing Rune Weapon, then use that to begin with too as the extra bone shield charges mean less time having to use Marrowrend.
Bonestorm is great too for AoE.
Can Also suggest Abomination limb.
Gorefriends grasp doesn’t contribute to threat but let’s you manage grouping. Thus making sure the rest of your abilities hit so you generate threat on them.
A lot of it stems from over eager DPS not waiting till you’ve rounded things up just going ham with cooldowns. Tanks body pull a lot more than people think so people think the tank has better threat than he/she actually does.
Given you’re fight of the last phase last boss in Upper this is probably what’s happening. People want to blast and get it down before you’ve established good threat.

For snap threat you best option is Tomb Stone with Shattered Bones.
In the scenario of your Upper, I normally Death’s caress and heart strike the first 2, blood boil as I’m running to boss trying to hit multiple mobs, (Marrow Rend if you have low Bone shield stacks and no Dancing Rune Weapon or Abom Limb), drop DnD and Tomb Stone once they are stacked.
Other than Tomb Stone, just play in DnD and use Blood Boil & Heart Strikes. Dancing Rune Weapon and Abomb Limb are really nice for threat gen but don’t hold them too long specifically for building threat at the start of a pull.
