Which is the best Shaman spec in Classic for PVP? For PVE?
Any spec works in PvP. PvE is pretty much gonna be resto, though. Elemental and Enhancement suffer from inordinately long offensive CDs and crippling mana problems in PvE.
For PvP you will find that this is not the case, as the sheer amount of burst damage they bring to the table will allow them to tear through most other classes like paper. Elemental in particular is good for this, as it boasts the highest burst damage in the entire game. Down side is that they’ve got no proper defensives, though using the right totems in the right situation can help mitigate this. Oh, and can’t forget this: they’re laughably good at kiting people.

For pvp, Ele/Resto. For PVE at level cap, Resto/Ele. For leveling, Enhance.
Enhancement is the best 90 percent of 30 percent of the time, who needs to be reliable when you can just ask RNGesus to offer you incredible windfury crit procs

Until you run out of mana and can’t drop totems or reapply weapon enchants.

resto is the best spec for shamans in 100% of the content in vanilla. you can get away with playing enhance or ele for niche stuff but resto is much better than both.
The real answer is whatever you find the most fun.
enhancement for leveling, you can heal dungeons with healing gear
for pvp you can go either elemental or enhance, resto is kind of weak
resto is for raids and pretty sought after too
Enhancement pvp can be godlike if your are prepared to ride the RNG train.
