As far as looks go, I’d say Undead. There’s a reason the Warlock in the original cinematic was Forsaken.

That really depends on the type of character you want to play.
I’m partial to Undead, of course. Because that’s what I am.
But if you want to play a Gul’dan, you should go Destro Orc.
You could also want to play a haughty sorceress that doesn’t want to get her hands dirty. For that, you could go Demo Blood Elf, as there’s nothing quite as haughty and sorcerous as a Blood Elf in the Horde. Nightborne could also be a good choice if you want to be tall lol
Or you could look at it through the prism of the Warlock’s inherent greed and hunger for power, and go Destro Goblin, because Goblin products are built to blast!
Etc.
Make the character you want to make, and the Race will come to you as a natural result.

Best choice is obviously Tauren. With their big meaty fingers, every spell has added potency. With the flick of a wrist and the twiddle of a thumb, their spells have smashed the enemy’s corpse with fel magic. Or am I thinking DHTaurens?
I’ve removed my hood and unmade my mutations for a bit so I can chew on this delicious rose. Omnomnom

What Horde race is best for a Warlock is like asking what topping goes best on a pizza.
It really boils down to personal preference. There isn’t a wrong choice.

Yeah, I know of them. Instead of Blizzard saying, “Well, the NPCs are doing it, surely characters should follow,” they went “Lore LOL”
