Yes Gift of the Naaru is flat scales with level. I think at 70 it’s 200 per tick it also has a cast time.
Honestly not that great but that 1% spell/melee hit for everyone in your group is amazing.
I think Gift of the Naaru take bonus from healing or spell dmg
In TBC it does not.

Blood Elf Silence is as good as Orc stun or UD WoTF. Great for arena.
Alliance side its basically anything but night elf.
Yeah … night elf have the worst racials

yeah i didnt list ret for alliance because belf ret is so much better and i didnt list prot/holy paladin for belf because draenei is so much better.

And it isn’t even in TBC.
What is great for is in Areana, where even being able to drop combat for a split second means you can easily eat/drink without being targeted due to stealth.

Hunter can be orc no matter what spec. Bloodfury is changed to include ranged attack power and the pet dmg bonus helps all specs.

Berserking and Bow Specialization outweigh that.
The only reason BM goes Orc is because their pet is a more significant part of their DPS.
The priest racial Starshards
humans probably especially for a priest, you get 10% bonus spirit and 10% bonus rep which if you plan on having any alts will save you huge amounts of time to get keyed. It does depend on if we start on 2.4.3 or we get progression patches because blind wasn’t changed to physical till late in TBC patches and all priests didn’t get fear ward till a later patch as well, so it may be pigeonholed to dwarf priest till then.
I think it gives them a haste buff which, as far as I remember, didn’t become important until Cataclysm. Human gives a spirit buff and alchemy does something positive, can’t remember what though.
Why troll for rogue? I feel like human, orc, undead gnome are all better than troll.
Gnome and any caster class.
