What is the best powerleveling spot for 70-80 in TWW? In DF we used to do the brackenhide hollow elites and nokudon hold, is there something similar this xpac?

I just timewalk when it’s up, doesn’t take too long, maybe an afternoon.

Hallowfall. Seriously, there’s so much to do that you level super fast.
Also, when TW is up…spam that along with the Hallowfall quests.

Should I make a level 10 to powerlevel them? And how do you avoid the xp off reduction for partying up? (Or is geared 80 better)

You can only queue for TW at level 10 and above.
So, in order to power level you should be gathering minerals and quest.
The triumvirate to ensure success.
You gotta go back in time through the turbulent time ways and run anniversary TW dungeons 
Outside of TW, give the character Herbalism+Mining and you can literally level them just farming any of the commonly used routes in TWW zones for a few hours while sitting in the random dungeon queue.
Doing so with the weekly Herb and mining weekly quest will also net the character a truckload of catchup Artisan’s Accuity if you decide to switch them to a different profession to use to make profession gear.
This is 100% me. I’m spoiled by it now and I won’t level any other way lol
