Best Possible Settings For my RTX 4070

I have tried to follow these guys on YouTube, but they talk to fast and/or there’s a language barrier, but I cannot decipher what they’re saying.

So can someone please link me to someone who has posted their settings in writing somewhere? The settings I am interested in are in the section marked “global” or “program” settings.

The default settings are generally the best. The only time you should mess with “program” settings is when a game is running poorly. Skyrim is a good example since for me it would tear with Gsync enabled so I had to manually adjust Vsync on.
