What zone is best for 37-40?
and what dungeon is best for 37-40?

For zone I’d recommend Badlands or STV.

For Dungeons SM Arms or Cath, or RFD.

Badlands, STV, Desolace, Marsh are the one to comes to my mind. Perhaps Arathi Highlands but there wasn’t too many quests for me there. Maybe because I missed the share hub (the pirates) if that’s a thing in vanilla there so don’t miss those if you go they’re easy to miss. For dungeons SM armory and cathedral comes to mind not sure about Razorfen downs.
