Hunter hands down.
Rogue. There is a reason why the 19 bracket WSG eventually turns into 10 rogues vs 10 rogues. Rogues with weapon enchants just 1-shot everyone.

God Tier - Hunter (Pet can solo non twinks)
T1 - Rogue / Priest
I prefer to play something like a Lock just to be different though!
Do a search online for 19 twink videos and there are many that discuss the best one.

Esp if the Hunter makes that trip to secure The Rake in Mulgore. At 1.2 Attk Speed, he is the next best thing to BT.
Rogues are gods at this bracket.

Definitely Hunter/Rogue.
2nd place is Lock/Priest.
