L21 Shadow Priest and Warrior Arms need to start dungeon and getting gear. Where do we need to start. Looks like DM does not have much for us.
Start by learning to heal and tank

Your next best bet would be Blackfathom Deeps. However, I’d consider getting to 22 or 23 before looking for a group for that.
Edit: you could also try Wailing Caverns, but that’s way out the the Barrens and Alliance players seldom run it. You could have a hard time getting a group together for that one.

Cloth Chest, Mail legs, Ring, and a 2h Axe is all I see or am I reading it wrong?
Deadmines:
Priest: Emberstone Staff, Ring, Wand, Gloves(?), Chest
Warrior: 1handers, 2 handers, shield from rare, cloak
Shadowfang Keep:
Priest: Belt, shoulders, chest, staff, possible BoE shadow staff
Warrior: Chest, Ring, weapons, shield, cloak.

Do all the dungeons by order of level. The loot pool is secondary to experience- both in terms of xp points and actual experience with your roles.

I’ll second that. Loot is often a secondary consideration with me when running dungeons.
SFK has good drops for a tank and clothy, along with good warrior dps drops.
I’d skip SFK if you’re Alliance; it’s extremely far out of the way at the appropriate level.
Deadmines -> Stockades -> Gnomeregan, unless you’re looking to check everything out immediately. It’ll be difficult to find groups for the far-out-of-the-way dungeons, though.
Can you even enter Dire Maul at 21??
You’re not high enough level to do Shadowfang yet. Go do quests and head there about 25.
Yeah you must be high if you think cruel barb, cookie wand, and that sweet sweet staff are not worth running deadmines for… I used that staff and wand till like level 30
