First time playing Shaman here. I’ve had Bwonsamdi for a while just because I like him but which Loa is probably best for Elemental Shaman?
From what I’ve read Pa’ku’s increased Critical Strike is a strong choice. Gonk is tempting while levelling just to add another 5% to the (eventual) 20% from Spirit Wolf and 10% from Spectral Recovery.

i think the crit loa is over all the best i would rather have hay maker tho that wind up punch is cool…lol
If you are still leveling, movement speed is always going to be best.
I went with Gonk for now, just while levelling. I just couldn’t pass up 65% movement speed in Ghost Wolf for fleeing and indoors. Especially later on if I start farming dungeons.

Bwonsamdi > Kimbul > Pa’ku for single target.
Pa’ku > Kimbul > Bwonsamdi for AE
