Received today in vault, currently shows only agility or strength, and no intellect.
Current raid journal also shows the same the thing, wanted to ensure it was a weird bug before I pick it in my vault for my boomkin.
My understanding is that the on-use of the item swaps it to intel (and also changes the color, if I recall). Basically the equivalent to Benediction/Anathema and Vendorstrikeā¦ er, I mean, Thunderstrike back in vanilla.

Phew perfect, thank you! Its been so long since I have gotten a weapon in the vault, I was afraid that it was broken this week.
As someone said out of combat you right click it to change into caster version. It also has a on use in combat ability like a trinket stat boost. If you are worried like me I got this macro from Wowhead and works great.
