Currently leveling a warlock just for PVP (World & Bg’s). What would be the best server to get onto for Horde toon’s for low Bg wait times and world PVP?

No such thing as low horde que times on any server. World PvP will be the same anywhere either you run into other world pvp groups or you just kill leveling newbs, either one or the other all day. Most likely the latter,except maybe weekends.
I believe east coast Horde have much better queues than their west coast counter parts courtesy of Incendius, Pagle and Heartseeker.
There is exactly 1 Horde PvP server, and it is heartseeker. In every other server, there is a large population imbalance making it an effective PVE server. As people said, this has created long queue times, since you far outnumber others.
Horde being overpopulated is a myth.
Made the switch to Incendius and it is not Horde favored.
