Title says it all. In your estimation, which class or spec is best suited to being horde over alliance? Said another way, which class or spec takes the most advantage from playing as horde?

If you want something unique to Horde Shaman… Nothing else is overly advantageous. I do like the extra dot from undead shadow priest… But everything has its place… 5% hp from tauren, haste boost from troll, orc stun resist… All really good and to debatable to narrow down

Shaman or benefits derived from shaman are the obvious answer.
And the best benefit shaman has is Windfury Totem, and the best user of Windfury Totem is a warrior.

If you can be orc, always be orc.
Memes aside, I truly would recommend doing a shaman. It’s versatile, and it’s distinctively “Horde” feeling. You’ll likely end up as resto/ele, but enhance is also a good time from my experience on pservers. The totem quests I still remember fondly, and all the tier sets look badass. 100% recommend.
Orc /Tauren warrior… Because you benefit from windfury totem the most
Orc elemental sham, because you can global people and provide that totem to the warrior so he can global people… And are Horde only
Undead /Orc Warlock… Because you don’t have to ever deal with wotf or shaman, can run succubus main pet and /or high nuke builds and global people

It’s always time for orc. Always. Only time I can maybe see non orc is for shaman because you can do the tauren stomp and heal yourself. Hell even then I think it is questionable.
I’d say either an Orc Warrior or an Undead of some sort, maybe Rogue or Warlock. I remember reading responses in here before and the majority of responses seemed to point to this.
