Which class, when decently geared (~370-390) can deal the highest burst DPS without relying on 3+ minute CDs? I’m finding that I’m constrained to mostly world quests these days, and looking to see which class/spec can mow down 120-122s quickest without M+/raid gear.
Most, if not all DPS specs should tear through WQs once you start hitting 340-350+, there’s just that initial rut you find yourself in when you first hit the level cap with potato gear. By 370, everything should melt regardless of spec.

Fury warrior or havoc demon hunter.
I’d go with warrior. Primary CD is only 1 minute and they do good damage.
