You can get speed increases from a talent (IAotH), your quiver/ammo pouch and class abilities (rapid fire). Generally speaking, at endgame, slower is better. Hunters in Classic #1 ranged weapon is a slow crossbow.

No stuns, but there are incapacitate and immobilization abilities such as freezing trap, scattershot and improved traps/wing clip.
