I had issues with WoW not launching at first, just simply saying “Game is running” and it was running as a background process.
Decided to clear the BNet cache, it broke everything.
Uninstalled BNet
Cannot get it to reinstall, it gets stuck saying Updating Blizzard Agent.
I have tried every solution available on the forums, even restored my PC to a restore point of my choosing(before the incident) and no luck.

We are seeing a few of these update issues on the forum here. The common solutions are:
Right click on the bottom task bar. Select Task Manager - look for a process called WorldofWarcraft Voice Proxy. If it is there highlight it then click the End Task button.
(you may need to click More Details on Task Manager to see all the running processes)
Try Bnet Launcher afterwards.
We have also seen a Antivirus called TotalAV blocking the update. Do you happen to have that installed. If so try uninstalling - Windows Defender will take over duties there.
