I couldn’t find a bNet forum for reporting this issue, and I found it while trying to play WoW, so reporting here.
There’s a 2.29 update to battle.net (from 2.27) that did not automatically get updated on my machine and is giving this error message.
I checked the Start Menu shortcuts and they were all “current” as there was no newer version in the Program x86 folder. This error message went away after I manually downloaded the latest version of bNet (2.29.0.14647).
The auto-update for bNet seems to have been broken in this latest version.

I wanted to post to thank you for your solution with manually downloading the latest version, Vortimer.
I was pondering what the issue was with my shortcut, as the same thing was happening to me, and finding your fix for it was very helpful.

That’s a good question - I actually meant to go into greater detail on that previously (oops posted on one of my alts before) but I was already late for dinner.
The basic version is to download the installer for the Bnet app, run it, accept UAC warning, and it’ll take care of the update process for you no problem.
Hope that explanation helps, and again, good question - it’s not something I’ve ever even heard of doing before today, and I update my GPU Drivers manually every month.

Many such cases. All three of our computers, two workstations and one laptop, are receiving the same message. This is the first time I am seeing this error and its happening on all three computers. They borked something. Regardless, I will run the manual install of the ‘latest and greatest’ while Blizzard works out what was broken with their update process.

I went to the Battle.Net folder in my program files folder, opened the Battle.Net-Setup application, and it started an update right away.
It fixed the issue for me!
Getting the same frustrating error. Had to apply a manual (very slow) update/reinstall to fix Blizzard broken update.
Here is what worked for me. Go over to the download…battle.net/en-us/desktop (which is the first result when you search google for battle.net download) and download for desktop. Close the current battle.net launcher and install the newly downloaded version. No more error message.
I downloaded the battlenet app as said in earlier posts and that fixed my issue
