Yes, no battle pet should be locked behind anything even covenants.

Mog, mounts, toys are account bound and guess what they are also locked by covenant. Covenant stuff is covenant locked for this expansion. People need to get over it.

They’re account-wide. 2 character that are Necrolords can summon Jig*les.
I am guessing your non-Necrolords can’t summon it and are on the same account.

just because something is account-bound, doesn’t mean all your characters can use it.
this has never been the case.
items have always had requirements to use them.
