DO NOT do the raid BOD unless you only want to kill jaina. if you skip to jaina u cannot go back and kill the other bosses. im stuck on a boat with anduin and others in water and only option anduin gives is to tele out of the dungeon and when you walk back in you respawn at the boat =(
try resetting instance, see what happens

All other bosses being locked out if you choose to skip to Jaina has (fairly certain) been working this way since the account wide skip was implemented 4’ish years ago.
we’re not skipping to her tho. Any toon you walk in with immediately ends up at her encounter, it’s bugged af.
Ok then yeah, that’s weird.
I went in with a few different characters to fight just her and I had to talk to the skip NPC to get to the boat.
Sorry for misunderstanding, hope it gets figured out!
This only happens when someone talks to the NPC, which means someone in your lockout did so. I didn’t have a single problem this week starting from the beginning on two different characters.
