When retrieving Neglected Soul for World Quest: Battered and Bruised in Revendreth the NPC/area you are supposed to drop off your Neglected Souls will bug and not complete the quest
If you’re doing it Ghost Wolf form, it might be bugging the debuff. Can’t do the quest in Travel Form either, lose all the debuffs and have to log out and re-do it all.

same thing for me & I wasn’t in ghost wolf form , nor will it let me abandon it & pick it back up. The circle around Collector Marissa was there to pick up the chains & disappears while completing the quest
Just happened to me on a mage, go figure…
Happened to me on a Shadow priest. I had no speed buffs while handing in the souls. I had all 8 and none of them counted, but the debuff went away and I could no longer collect more souls. I had to run away from the world quest area and then log out and back in before I could pick up more souls.
Second attempt I had 3 souls. 2 of them counted, but one did not. The Souls debuff went away and I still had a soul following me.
I was able to gather more souls and when I turned them in the one following me counted as well.
It took me several tries to complete. Usually I can hand in all 8 souls at once no problem, but today was different, and I’m not sure what made it break like it did.
