Hello.
As was seen in many patch notes, Demon Hunters are not really receiving much outside of Hero Talents in The War Within, however there are definitely things which can be improved in the current Havoc tree.
Here are my suggestions for big quality of life improvements:
Havoc talent tree:

Mortal dance made baseline. Reason: This talent is mandatory for PvP, but never picked otherwise. Other classes in the game, such as Windwalker and Warrior already have their antiheal effect baseline and baked into their spenders.

Looks Can Kill made baseline. Reason: Eye Beam has been a spell that had guaranteed critical hits for many, many years, and while the focus from it has shifted, it should feel like at least a semi impactful spell for damage and not just another way to enter Metamorphosis. This will by no means spike the damage of Havoc massively, as the talent is basically never or almost never picked up.

Relentless Onslaught removed or replaced in the choice node by something new and better. Reason: Nobody plays this talent over Soulscar. The difference between the power level between the two talents is too high. And nobody really cares about getting a 10% loterry proc of your weakest hitting ability.

Cycle of Hatred should reduce the remaining cooldown of Essence Break as well to its current spells. Essence Break functions similarly to Warbreaker for Warrior, however the key difference is how rarely you have it available and oftentimes your rotation becomes weird because the cooldown doesn’t match Eye Beam, and you want to use it with Eye Beam to enter Metamorphosis and then Blade Dance (Death Sweep) after your Essence break. Adding it to the list of spells reduced in cooldown would be a great quality of life improvement for working towards your next burst combo, rather than waiting for the different cooldowns to align.

Fel Barrage - redesigned (again) or made useful in some way. It seems like this spell is either too strong or too weak, and can never find its home in a build. Please look towards it in terms of tuning and how it works.

Glaive tempest made moving towards you and a slight damage buff to it - once again, this spell is a mirror to the Fury warrior’s replacement for Bladestorm, with the weapons moving on the ground and doing damage. However, the Demon Hunter variant is very, very weak and doesn’t move.
Bonus:
- Long Night in class tree redesigned - now instead casts the Darkness around the Demon Hunter, making it like an aura. Any friendly player in proxity of the Demon Hunter will gain the benefit. Essentially this will remove the clunkyness of Darkness forcing people to stand in the ground circle, and instead the Demon Hunter can move it with his own character body, similar to a helpful version of Immolation aura.
