There is currently a bug with barrage that started yesterday afternoon where it will not strike targets you are not in combat with.

Just came here to report the same. Before this most recent hotfix it was a powerhouse for clearing old content, now it seems about useless. Unless something is closer than 10 yards and directly in front of my character, nothing gets hit. Also, if the terrain is uneven, there is about a 90% chance the spell-cast is completely wasted.
Came here to report the same. I’ve got a farming route in Timeless Isle on my Hunter, noticed I was hitting nada, went looking and no one is talking about it. Among the dozen things I’ve found broken from the last maintenance this is the worst. It’s miserable and useless.
Windwalker Fists of Fury, Holy Light of Dawn, Evoker Dream Breath, also broken. Seems like abilities that cast in a frontal cone are broken.
Jumping in to say this is still bugged as of 3/10/23
They changed Halo a while back so it no longer hits targets not in combat. This is very annoying in old content. And not useful in new content, where it isn’t even amusing now.
