All 3 Barber chairs in Dalaran (Legion) are gone. I made sure to check on multiple characters to see if its a phasing issue, but nope they are gone.
Same thing for Stormwind, but at least you can use the mirrors still in the Event area in Tanaris/Caverns of Time to change your character.
