Raider IO score can be bought, so blizzard has to make their own "uncheatable" system, a system that groups together people of character with a "player voted" reputation system.

raider.io isn't a measure of skill, it's a measure of experience.

Any thoughts?
If they are willing to dump that kind of gold just for 10s then they aren't that great. But they are pretty good at farming.
Mind I don't think one can carry a timed run on a 15 or higher right now with only 4 people. On time that is

To be more precise, it's proof of experience.
People don't want to risk wasting their time and keys with people who don't know what they're doing. They want to have some kind of indication that you've done something like what you're trying to join, if not that exact thing. Raider.io provides a way to do that securely and anonymously. Without that, people will still have the same demands, they just won't be able to fill them as easily... which will probably mean more reliance on friends, guildies, and community or Discord server members. It will not mean more invites given to random members of the general public.

If you have gold this can be abused!
My thought is that a player-voted rep system of any sort is a really, really bad idea. And as much as it sucks to never get picked for the basketball team (I should know), you cannot force people to play with others they don't want to play with -- and you shouldn't try.

How do we retain the freedom for players to write whatever addons they want?

I like that you changed the title after the first post blew your title out of the water.

Still a bad title because raider.io isnt misleading and OP thinks people can cheese it by buying 10 key runs. They'd have to buy so many lol.....
They should change the title to " I got declined a few times and am blaming raider.io for not having any experience doing x content"

This bit here is basically a great idea. Make sure we play with people of a similar skill level.
I am bad. I want to play with other bads. We'll all make mistakes, but no one throws a tantrum because no one is good enough to be entitled to.

If buying carries to inflate your raider.io score becomes prevalent, either the addon people will develop a better algorithm, or the community will move on on their own, because they will notice it's not a reliable measure. The fact that people continue to use it means they continue to have good results with it.
When I started I remember locks didn't have a high dps but they were usually high on damage done. I think it extends to all of my toons now, I don't focus on high dps I try and do the most damage that I can after other priorities like interrupts and damage taken. I consider those more important than dps since I'm primarily a healer and I've a significant amount of tanking experience.
My point, I guess, is that when I dps people will judge the dps numbers. As a healer people worry about HPS more than interrupts, purges, dispels, and overheals which I focus on. The addons track the things we think are important, which is where they fail because I think we fail in describing which skills are the more important.

And? You can buy gear for ilvl as well. What system do you propose that can not be abused in some method? Spoiler, there isn't one. Its about minimizing flaws and maximizing usefulness.

The more damage you do the higher your dps

The person with the lowest dps is 99.9% of the time going to have the lowest damage done.

A player voting system is more easily abused than IO. Honestly the real solution is making bnet communities and inviting good players you meet to them (or your friends list) and then going from there.
CRZ makes it impossible to keep track of all the players you dislike and realistically to build a reputation. That said I have seen plenty of "high"er IO's that are just awful players.
I hate a better idea ban all addons you don't need them you want them.
I would 100% quit wow if I had to play with their godawful stock ui.
