Friends I can’t find the answer to this anywhere maybe someone can help. When is the best time to pump 3 star surges into your target to get 3 stacks on starlord? At the start of an eclipse or right before an eclipse?

Short answer: at the start
Long answer: At the start because Balance of All Things procs when you enter eclipse (Crit which diminishes over a short period of time) so you’ll want to use your highest damaging abilities during that time (Starsurge). In addition the overwhelming majority of your damage occurs inside your eclipses, so getting 3 stacks of Starlord lets you have a lot more haste to get out more spells during this period of time.
