Going off the balance rotation for a single target build from Wowhead, it has new moon as a spell. How does that play into the rotation? Maybe I’m overcomplicating this.
It seems to me…laser, laser >> Starfire to proc eclipse then wraith wraith and dump astral power via starsurge. Dunno what to do with new moon spell.
I belive with moon as single target build, moon will be your main astral power generator. You only use wrath as a filler or when moon is on cooldown. I could be wrong but thats what i would do.
Keep it on cd all the time ,but generally if you’re going to overcap with it don’t spend it.
Otherwise just fill it into your eclipse windows. If it’s up, use it. Priority is not to overcap on AP.

If you’re really struggling with New Moon and there’s a lot of movement and/or AoE I would suggest taking Fury of Elune. There is a difference in dps if you’re a great top end player but if you’re an average joe druid you’ll actually gain damage with Fury of Elune because you’re not wasting talent points into something you aren’t using, using enough, or using correctly. We’re getting so much haste now that Full Moon is much easier to use though.
