Is anyone else having issues where they have 1742 spirit (Hit Cap) but the UI is showing less than 17% spell hit?

You are probably looking at meele or ranged hit. Spell is at the bottom. Its not smart like retail UI.

Only counts spirit from gear (and consumables). Base spirit does not get converted to spell hit rating.

So if you have exactly 1742 spirit, you’re including the amount you have baseline (around 200) that is not converted to spell hit.
