in dragons mouth in the badlands, the quests givers seem to be bugged by primal storm in the area. If you appear in the area by logging in there or hearthing to the inn the quests don’t even appear. Not on the map or exclamations over quest givers head. Leaving the area so the primal storm graphics disappear causes the exclamation points to appear, but when you return you can’t interact with the quest givers. This makes finishing the badlands quest line impossible, locking the achievement.
you’ll need to go there in between the invasions, or wait until next week when the invasion is over.

I’m glad I found this post. I am also unable to accept quests from NPCs in the Badlands. I am trying to work my way to the Loremaster achievement, and this has stopped my progress dead in its tracks.
