Regardless of your license status (i.e., which expansion you have), everyone plays on the same client. Any changes made to the game affect everyone. You will need to do the update or you will be met with Incompatible Realms error on patch day.
You can change how updates are handled via Settings in the Blizzard launcher. Click the Blizzard logo in the top left corner of the launcher and choose SETTINGS. Then choose GAME INSTALL/UPDATE. Scroll down to the GAME UPDATES section and you can choose how you want your updates handled in the AUTOMATIC UPDATES section.
You know the button you hovered over to get that 16.48 GB figure ? Looks like an arrow going into a tray
There’s a pause button right next door to it. If you turn off automatic updates in Blizzard logo -> Settings -> Game Install/Update it shouldn’t start up downloading again,
Please note here that you will still need to download this data either on or before patch day
